| So far in the application process, most of the burden of participating in the
E-rate program has fallen on the schools and libraries. However, as actual
funding commitments are made, vendors play an increasingly important role. A
number of sales and marketing, contracting, and billing issues must be
addressed if vendors wish to develop an effective and client-friendly program
for selling to and servicing schools and libraries.
The following is a list of issues that should be addressed, and steps that
should be taken, by E-rate suppliers targeting the school and library markets.

- Obtain a Service Provider Identification Number (SPIN) by filing a Form 498.
- Suppliers of telecommunications services must be carriers; any supplier may
qualify as an Internet access and internal connection service provider.
