The Universal Service Program for Schools and Libraries (commonly known as the "E-rate" Program) is based on the Telecommunications Act of 1996 and is administered by the Schools and Libraries Divisions ("SLD") of the Universal Service Administrative Company ("USAC") under the jurisdiction of the Federal Communications Commission ("FCC").
