The following is a summary of the E-rate News for the Week of October 8, 2001,
prepared by E-Rate Central. Official SLD news appears in the “What’s New!”

IMPORTANT: Form 486 Filing Deadline – October 28, 2001
The SLD posted an additional reminder on its Web site this week stressing the
importance of filing Form 486s before October 28, 2001,
for all applicants who had been funded for PY4 before that date (i.e., in Waves
1-6) and who had funded services starting before that date.
Any such Wave 1-6 applicant who misses the Form 486 deadline will not be
funded for any PY4 discounts on services received before the Form 486 is
submitted. This could mean the loss of discounts on four months or more of
services extending back to July 1, 2001.
Because of the importance of this deadline, the SLD sent a two-page reminder (by
fax, e-mail, or US mail) to all Wave 1-6 applicants. To read this document
click here (/help/486_cipa_reminder.htm). The reminder makes the
following points:

All funded FRNs for services starting before October 28th must
be listed on the Form 486. Even though CIPA requirements do not apply to
applicants receiving only telecommunications services, Form 486s must still be
filed on schedule.

Any Form 486 failing minimum processing standards (as listed in the Form’s
instructions) will have to be resubmitted. The resubmission date, not the
original submission date, will be used for deadline purposes. BE CAREFUL.

October 28th is a Sunday. Practically, to meet the deadline, the
Form 486 must be postmarked by Saturday, October 27. (Use express mail delivery
or request a USPS Form 3817 “Certificate of Mailing” to document the postmarked
date.)

FRNs, that have been partially funded, but are under appeal for additional
funding, must be included on the Form 486. FRNs, that were denied, should not
be included.
There is one more point we would make:

FRNs, for which SPIN changes have or will be requested, must be included on the
Form 486. For previously submitted SPIN changes, we recommend using the new
service provider name and SPIN on the Form 486. If the SPIN change request has
not yet been made, use the original supplier information.
Supplier Invoice Form 474 Available Online
Note: This item applies to service providers. It may be of interest to
applicants only to the extent that it suggests that other forms, such as 486s
and BEARs that must now be filed manually, will eventually be available online.
Service providers, who provide discounts to their E-rate customers and who then
bill the SLD directly, have previously had two options. They could sign up for
electronic invoicing (requiring a specially formatted e-mail message) or could
complete and mail the Form 474s manually. As of this week, suppliers have a
third option. They can complete a PDF version of a Form 474 online and click
“Submit” when done. A copy of the newly enabled Form is available in the Forms
section of the
SLD web site .
New York State E-rate Training Sessions in November - Updated
As we have done in previous years, E-Rate Central will be holding half-day
E-rate workshops for New York State applicants this fall. The preliminary
workshop schedule is provided below. Updates, locations, and registration
information are posted on the New York State section of our E-Rate Central Web
site . Please be advised that security practices at some locations require
pre-registration.
