Funding Status: PY2 - PY4
PY2 out-of-the-window applications are still being processed. No funding awards
have yet been made on these applications; hopefully commitments will begin to
flow later in February.
Funding, when it does begin, will be based on the following priorities: First,
to applicants whose Form 471s were received on or before March 1, 2000 (the day
that the SLD announced the secondary filing window); second, to high discount
rate applicants with applications received March 2-31; and finally, to all
other applicants in the order that their applications were received March 2-31.
As yet, there is no firm estimate available as to the percent of applications
that can be funded (although 100% of the valid requests received before March 2
should be funded). Total funding will depend, in part, on the amount of funds
released on funding requests cancelled after February 15.
PY3 appeal decisions have been issued on about 8% of the more than 2000 appeals
received by the SLD. The SLD expects the pace of decisions to accelerate with
the goal of addressing most PY3 appeals by the end of March. PY4 estimates of
funding demand are expected next week after the SLD releases its projections to
the FCC on February 6. Some applicants are already receiving application review
calls from the SLD's Program Integrity Assurance.
