The following is a summary of the E-rate News, prepared by E-Rate Central. Official SLD news appears in the "What’s New!" section of the SLD’s Web site . Additional and archived information appears elsewhere on this  Web site.
Funding Status: PY2 - PY4

PY2 out-of-the-window applications are still being processed. No funding awards have yet been made on these applications; hopefully commitments will begin to flow later in February.

Funding, when it does begin, will be based on the following priorities: First, to applicants whose Form 471s were received on or before March 1, 2000 (the day that the SLD announced the secondary filing window); second, to high discount rate applicants with applications received March 2-31; and finally, to all other applicants in the order that their applications were received March 2-31.

As yet, there is no firm estimate available as to the percent of applications that can be funded (although 100% of the valid requests received before March 2 should be funded). Total funding will depend, in part, on the amount of funds released on funding requests cancelled after February 15.

PY3 appeal decisions have been issued on about 8% of the more than 2000 appeals received by the SLD. The SLD expects the pace of decisions to accelerate with the goal of addressing most PY3 appeals by the end of March. PY4 estimates of funding demand are expected next week after the SLD releases its projections to the FCC on February 6. Some applicants are already receiving application review calls from the SLD's Program Integrity Assurance.

Dates Set for Commenting on FCC Internet Filtering Rules

The FCC's Notice of Proposed Rule Making ("NPRM") on implementation rules Internet Safety Policies under the Children's Internet Protection Act was formally published in the Federal Register on January 31. Comments are due on or before February 15; reply comments are due by February 22. Instructions for filing comments, as well as a copy of the NPRM itself, can be found on this Web site. Parties interested in tracking the submissionof NPRM comments can periodically check the FCC Web site using the Search for Filed Comments and citing Proceeding "96-45" .
