The following is a summary of the E-rate news for the week of November 8, 1999,
prepared by E-Rate Central. Official SLD news appears in the "What’s New!"

PY2 funding update
Wave 19 of Funding Commitment Decisions ("FCD") Letters for program year two
("PY2") is scheduled to be mailed today. The wave totals approximately $110
million, including $9.1 million for New York State applicants. The latest wave
brings PY2 funding to $1.85 billion.
The SLD expects that there will be one more funding wave (followed, perhaps, by
a series of funding "ripples" dealing with a limited number of problem
applications).
There is a chance that there will be enough funding in PY2 to fund applications
that were received outside of last year’s window. It is expected that the SLD
will decide on this issue after evaluating funds left over after Wave 20 as
well as any rollover of funds from PY1.
The SLD does not have any process in place yet to work with applicants that
haven’t heard anything on their PY2 funding requests. It is expected that a
process will be put in place after Wave 20 is announced next week.
Form 471 Window
The Form 471 filing window opened on Wednesday, November 10, 1999. This means
that schools and libraries can now file their Form 471s online or by mail. The
window closes at midnight on January 19, 2000. All applications received within
the window will be treated as if they arrived on the same day. Remember that
you must file a Form 470 28 days before filing a Form 471.
