E-rate News for the Week of October 4, 1999
The following is a summary of the E-rate news for the week of October 8, 1999, prepared by E-Rate Central. Official SLD news appears in the "What’s New!" section of the SLD’s web site . Additional information and interpretations appear elsewhere at this web site.

PY2 funding update

Wave 14 of Funding Commitment Decisions ("FCD") Letters for program year two ("PY2") is on schedule to be mailed this Friday. The wave will be comprised of 2,292 letters for $141 million. New York’s share of Wave 14 will be 72 letters for $12.6 million.

New forms for PY3

The SLD hopes to have its new Form 470 and Form 471 for PY3 approved by next week. Concurrently, the SLD will begin accepting the new Form 470 applications electronically or by mail.

Applicants with long procurement cycles had previously been advised that they could file the old version of Form 470, but the SLD has now indicated that such filings should not be used after October 9. Old Form 470s, and associated certifications, received after October 9 may not be properly posted to the SLD web site.

Internet filtering legislation in conference

Senate and House conferees appear to be within a week or two of completing work on a juvenile justice bill that includes a provision that could link E-rate funding with a requirement to utilize Internet filtering software.

Section 1402 of the House’s Juvenile Justice Reform Act of 1999 (H.R. 1501) states: "No universal service [may be provided] for schools and libraries that fail to implement a filtering or blocking technology for computers with Internet access." The section would require a school to certify to the Federal Communications Commission that it has selected a technology to filter or block pornographic material.

New dates for NYS E-rate workshops

The schedule of half-day NYS E-rate workshops, sponsored by the New York State Education Department and announced in last week’s news, has been changed and expanded to resolve conflicts with two conferences for NYS schools and libraries. The revised schedule is listed below. Note that it includes a second date for applicants in New York City. A third NYC workshop, specifically for vendors, is also included. Registration information and directions will be posted on the E-Rate Central web site next week.

New York City area

9-12 a.m., Monday, October 25, in the NYS Public Service Commission Boardroom, 8th Floor, One Penn Plaza, New York, NY.

Northeast area

2-5 p.m, Tuesday, October 26, in the NYS Museum Theatre, 3090 Cultural Education Center, Albany, NY.

Western area

1-4 p.m., Friday, October 29, at Erie 1 BOCES, 355 Harlem Road, West Seneca, NY.

New York City area

9-12 a.m., Monday, November 1, in the NYS Public Service Commission Boardroom, 8th Floor, One Penn Plaza, New York, NY.

Service provider workshop:
New York City area

9-12 a.m., Thursday, December 2, in the NYS Public Service Commission Boardroom, 8th Floor, One Penn Plaza, New York, NY.

Schools, libraries, and vendors that cannot attend any of these sessions may be able to obtain videoconference access to a full-day SLD workshop to be run in Atlanta on Thursday, October 14. Details on registering for this satellite broadcast are available on the SLD web site.
