Information on Waves 1 and 2 Released by the SLC

First Wave Information

On November 23, 1998, the SLC issued the first wave of E-rate funding commitment decision letters. In this first wave, 3,060 letters were mailed allocating $73,146,337.96 in discounts reaching schools and libraries in every state and the District of Columbia. Over 25% of Wave I funds were committed to the neediest schools and libraries: those where at least 75% of students are eligible to participate in the National School Lunch Program. In Wave I, 80% of the funds committed were to fill requests on discounts for telecommunications services and Internet access for schools and libraries at each discount level.

Second Wave Information

In the second wave of E-rate funding commitment decision letters, the SLC mailed 3,368 letters allocating $75,592,702.18. Letters reached schools and libraries in every state, the District of Columbia and Puerto Rico. The average funding commitment made was $22,444.39. Over 25% of the funds went to rural communities, and 28% of the commitments were made to the neediest schools and libraries: those where at least 75% of the students are able to participate in the National School Lunch Program. In Wave II, 77% of the funds were committed to schools and libraries in every discount band to fill discount requests on telecommunications and Internet access.
