The Universal Service Program for Schools and Libraries (commonly known as the "E-rate" Program) is based on the Telecommunications Act of 1996 and is administered by the Schools and Libraries Divisions ("SLD") of the Universal Service Administrative Company ("USAC") under the jurisdiction of the Federal Communications Commission ("FCC").
Establishing Orders
E-rate program rules are based upon the initial guidelines established by Federal-State Joint Board and a series of orders released by the FCC.
Appeal Decisions
Useful interpretations of E-rate program rules are often provided in FCC orders resulting from applicant appeals of SLD funding decisions.
